Mike Beare is a mining industry leader with 32 years of international experience, He is an accomplished mining engineer and project manager skilled in managing and delivering complex multi-disciplinary technical projects across a range of commodities. These technical projects are often scoping studies, preliminary feasibility studies and feasibility studies in accordance with international standards but also include due diligence reviews. Mike has managed a total of 44 feasibility studies during his 20 years at SRK. These have been predominantly completed for gold and base metals projects with a strong focus on Africa, Europe and Central Asia. The total capital cost of these projects is in excess of USD20 billion, a large part of which is the Almalyk United Mine in Uzbekistan.

A key focus for Mike in recent has been establishment of the SRK Kazakhstan practice which he built into a thriving practice employing over 60 staff. Mike’s technical expertise includes: large scale feasibility studies, underground mine design and scheduling; managing other technical disciplines such as geotechnical, geology, hydrogeology, mining, processing, tailings, geochemistry and environmental; financial modelling. He has worked on base, precious-metal, gemstone, uranium, diamond and industrial mineral projects throughout Europe, CIS, Africa, India and the Americas. Another key area of focus has been business improvement having worked with McKinsey Consultants while working for Barrick Gold. Mike is currently based in Almaty where he operates a rapidly expanding consultancy business.

Bobir Islamov

Career in the Ministry of Foreign Trade of the Republic of Uzbekistan

From 2018 to 2019, Mansurjon Rasulev served as Assistant Minister of Foreign Trade, providing executive support to the ministry`s senior management. Before that, he worked at the National Bank of Uzbekistan as an assistant to the first deputy chairman.

Work in the Ministry of Agriculture of the Republic of Uzbekistan

In 2019-2020, as Deputy Head of the Department of Strategic Analysis and Planning, Mansurjon initiated and coordinated the development of the Development Strategy for the Agricultural Sector of Uzbekistan for 2020-2030, which was subsequently adopted by the President of the Republic of Uzbekistan. He also led efforts to secure EU budgetary support of €40 million to support sector reforms.

USAID Agribusiness Development Activity

From 2021 to 2024, he held various positions in the USAID AGRIBUSINESS Development Activity and Un FAO, overseeing and implementing projects in the development of villages, social integration and digitalization.

Council of Foreign Investors of Uzbekistan

During 2024, he served as Deputy Head of the Secretariat of the Foreign Investors Council under the President of Uzbekistan (EBRD consultant), where he facilitated public-private dialogue between international investors and the government of Uzbekistan, which led to a number of reforms aimed at improving the country`s investment climate.

Assigned in January 2025, Mansurzhon Rasulale is the acting director of the Agency for attracting investments under the Ministry of Investment, Industry and Trade. In this position, he coordinates efforts to attract foreign direct investment (PII) in various sectors and improve the investment climate of Uzbekistan.
